日本語のサボるの語源となったというSabotageという言葉は、Sabot木靴で機械を蹴って壊す、あるいは機械に木靴を投げ込んだところから来たということを読んだことがあります。たんに手抜きをするというよりも、もっと積極的な破壊を含みます。ただし、語源説については確かな典拠がないとのこと。

ＣＩＡの前身の ＯＳＳが作った、「簡単なサボタージュ・現場のマニュアル」という冊子の２８頁目は、組織の破壊方法が具体的に書いてあります。
お役所で起こっていることのようですが、大学の中で起こっていることにもだいたい当てはまります。

「注意深さ」を促す。スピーディーに物事を進めると先々問題が発生するので賢明な判断をすべき、と「道理をわきまえた人」の振りをする
可能な限り案件は委員会で検討。委員会はなるべく大きくすることとする。最低でも5人以上
何事も指揮命令系統を厳格に守る。意思決定を早めるための「抜け道」を決して許さない
会社内での組織的位置付けにこだわる。これからしようとすることが、本当にその組織の権限内なのか、より上層部の決断を仰がなくてよいのか、といった疑問点を常に指摘する
前回の会議で決まったことを蒸し返して再討議を促す
文書は細かな言葉尻にこだわる
重要でないものの完璧な仕上がりにこだわる
重要な業務があっても会議を実施する
なるべくペーパーワークを増やす
業務の承認手続きをなるべく複雑にする。一人で承認できる事項でも３人の承認を必須にする
全ての規則を厳格に適用する
以下本文。
Advocate “caution.” Be “reasonable” and urge your fellow-conferees to be
“reasonable” and avoid haste which might result in embarrassments or
difficulties later on.
When possible, refer all matters to committees, for “further study and
consideration.” Attempt to make the committees as large as possible ? never
less than five.
Insist on doing everything through “channels.” Never permit short-cuts to be
taken in order to expedite decisions.
Be worried about the propriety of any decision ? raise the question of
whether such action as is contemplated lies within the jurisdiction of the
group or whether it might conflict with the policy of some higher echelon
Refer back to matters decided upon at the last meeting and attempt to re-open
the question of the advisability of that decision.
Haggle over precise wordings of communications, minutes, resolutions.
Insist on perfect work in relatively unimportant products.
Hold conferences when there is more critical work to be done.
Multiply paper work in plausible ways.
Multiply the procedures and clearances involved in issuing instructions, pay
checks, and so on. See that three people have to approve everything where one
would do.
Apply all regulations to the last letter.
